The new sulfur regulations in 2020

There has been much discussion about the enforcement of the existing sulfur control areas in the Baltic Sea and the North Sea since the regulation went into force in 2015. How effective is the control? Will fines deter those polluting? Or will the poor control and low fines actually stimulate cheating, so the environment and law-abiding shipping companies lose?
But these challenges are nothing compared to the challenges that await when the new global sulfur regulation go into force in 2020. How do we ensure a successful implementation and enforcement on a global level in 2020? What do authorities, shipping companies, refineries, technology manufacturers and green NGOs think?
